Schmutzer was a descendant of a Viennese family of artists. He studied sculpture and fine arts at the Academy of Fine Arts, Vienna and soon started to use the technique of etching. A state travel scholarship (Rompreis) enabled him to spend two years in Holland (1894–96). Already during these years Schmutzer started capturing his impressions photographically. He used photographs as models for his portrait etchings. Schmutzer’s photographic portraits prove him to be a highly-talented photographer with great command of light and dark contrasts. His photographic œuvre remained undiscovered until 2001 when it was first exhibited at WestLicht.
